Rachel Reeves scrapped winter fuel payments for 10 million pensioners without conducting an impact assessment, The Telegraph reveals.
A DWP legal note stated no full assessment was done as no significant impact was expected. The changes, signed off by Labour pensions minister Emma Reynolds, mean that pensioners not on pension credit or means-tested benefits will lose the annual payments of £100 to £300.
Charities and MPs warn this could leave pensioners struggling with record-high energy bills this winter.
